The United Nations has accused the Myanmar army and the Buddhist Arakan militias (Arakan Army) of committing serious human rights violations against Rohingya and Rakhine civilians in Rakhine State, resulting in waves of displacement and widespread humanitarian suffering.
A report released on 20 October 2025 by Thomas Andrews, the UN Special Rapporteur on Human Rights in Myanmar, stated that violence carried out by both armed actors led to the displacement of tens of thousands and renewed forced migration to Bangladesh.
According to the report, approximately 150,000 Rohingya refugees fled to Bangladesh between 2024 and 2025 to escape the attacks, while UN investigators documented mass killings, deliberate arson, and sexual violence perpetrated by the Myanmar army in several areas, including Pyin Phyu and Ramree Island.
The report also accused the Arakan militias of committing extrajudicial executions, arbitrary arrests, and burning Rohingya villages, confirming through satellite imagery extensive destruction in Than Htaung Khan village.
It further noted that the Arakan Army coerces Rohingya civilians to join its ranks, imposes severe movement restrictions, and extorts money from those attempting to flee.
